

Charles E. Norton earned his Juris Doctorate from the University of Chicago and his Bachelor of Arts, summa cum laude, from the University of Denver. Mr. Norton has specialized in commercial litigation, with particular emphasis on municipal law, annexation, public finance, land use, and real estate matters, since 1980. Mr. Norton is also a co-author of "Colorado Special Districts and Chapter 9", published in the December, 1991 issue of The Colorado Lawyer. Mr. Norton has litigated issues on behalf of, and against, various governmental entities, including municipalities and special districts. Since the formation of the city in 1996, Mr. Norton has acted as special counsel to the city of Lone Tree, handling all of its litigation matters, including the successful attack on the constitutionality of legislation bringing the City into the Metropolitan Football Stadium District.
Mr. Norton has successfully challenged and defended numerous statutes and local ordinances on constitutional and due process grounds, including the successful defense of the E-470 Public Highway Authority plan of finance against an Amendment 1 challenge. Since 1991 Mr. Norton has taught constitutional law, and in 2001 received the Award for Teaching Excellence at the College of Arts and Sciences for the University of Colorado Denver.
