Carolyn R. Steffl has been practicing local government law since 2003, representing municipalities, Title 32 special districts, downtown development authorities, urban renewal authorities, public highway authorities and counties, primarily as general counsel.  She has experience representing developers and local governments in land use development, including land acquisition, land use planning and approvals, redevelopment and urban renewal, public financing, and contracting. 

Ms. Steffl currently serves as an assistant City Attorney for the City of Federal Heights, with duties including advising the Planning and Zoning Commission.  Other clients include the City of Woodland Park, the Green Mountain Water and Sanitation District, the Greenwood Athletic Club Metropolitan District, the Country Club Highlands Metropolitan District and the Hunting Hill Metropolitan District. 

Ms. Steffl also has experience with civil litigation and municipal prosecuting.  She has served as a municipal prosecutor for the City of Woodland Park and prosecuted toll violations for the E-470 Public Highway Authority. 

Prior to joining Icenogle Norton, Ms. Steffl clerked for Justice Gregory J. Hobbs of the Colorado Supreme Court from 2002 to 2003.  Ms. Steffl earned her Juris Doctorate in 2002 from the University of Colorado where she graduated as a member of the Order of the Coif.  In 1999, she earned a Bachelor of Science in International Relations and Environmental Studies from the University of Wisconsin.
