

Deborah A. Early specializes in special district and local government law, homeowners associations, and resort real estate development. She assists Colorado special districts, including metropolitan districts, water and sanitation districts and fire protection districts, with their day-to-day legal issues, intergovernmental relationships, financing alternatives, covenant enforcement issues, and other legal matters and challenges that arise.
Ms. Early also provides a range of legal services to homeowner associations including drafting, interpreting and amending governing documents such as covenants, rules and regulations, guidelines, and policies; drafting contracts; and advising associations on issues of covenant enforcement and assessment collections.
In addition, Ms. Early’s legal practice includes assisting real estate resort developers in complying with interstate land sales registration requirements under federal and state laws, and handling all aspects of registering resort developments with the Office of Interstate Land Sales Registration of the United States Department of Housing and Urban Development and with various states in which the resort development is marketed.
Prior to practicing law, Ms. Early worked professionally in California as a government auditor and as a financial consultant to senior executives of Fortune 1000 companies. Ms. Early received her Bachelor of Science degree from the University of Arizona in 1990 and obtained her Juris Doctorate from the University of Dayton School of Law in 2001. Ms. Early is admitted to practice law in the States of Colorado and California.
