T. Edward Icenogle serves as general counsel to numerous Colorado regional authorities and special districts providing infrastructure and services to the public.  Additionally, he provides legal services to political subdivisions, developers and communities which desire tax exempt financing and operation of public works of all types, including transportation, transit, water, wastewater and other governmental and development facilities. 

Admitted to the practice of law since 1978, Mr. Icenogle counsels such political subdivisions as the E-470 Public Highway Authority, the Northwest Parkway Public Highway Authority, the Pikes Peak Regional Transportation Authority, the Rocky Mountain Rail Authority, the Southeast Transportation Authority, the Regional Wastewater Treatment Plant Authority, Castlewood Water and Sanitation District, Greenwood South Metropolitan District and Thompson Crossing Metropolitan Districts 3-6.  He assists these clients with all aspects of their legal needs.

Mr. Icenogle's practice areas include public-private partnering, including facility concessioning, design/build contracting and general obligation and project revenue finance, as well as more typical legal services.

Formerly a trial attorney, Mr. Icenogle is admitted in the States of Colorado and Nebraska, as well as the Supreme Court of the United States and the Ninth and Tenth U.S. Circuit Courts of Appeal.  A recipient of Juris Doctor and Bachelor of Arts degrees from the University of Nebraska, he assists with the formation, establishment, operation, governance and operation of public works infrastructure and public services entities.

Mr. Icenogle serves on the Board of Directors of Move Colorado, a non-profit organization advancing the improvement of mobility and transportation in Colorado, and is a frequent lecturer on public-private partnerships, design/build contracting, special districts and FOIA matters.
