

Tamara K. Gilida serves an array of Colorado public and quasi-public entities, including highway and transit authorities, special districts and special taxing entities. Her public and private sector clients include a variety of active local and special purpose governments which finance, operate and maintain public projects, including transportation infrastructure, facilities and services within a number of Colorado communities. Ms. Gilida works with homeowners, real estate developers and municipal entities to address their distinct needs relative to the provision of public services and facilities. She also has extensive experience with various aspects of public construction contracting in both traditional design-bid-build and design/build contract models.
Notably, she has worked extensively on design/build contracting and contract administration for the E-470 Public Highway Authority. Ms. Gilida advises the Rocky Mountain Rail Authority on matters relating to procurement and contracting. She assists the Lincoln Station Metropolitan District in addressing transit oriented development issues deriving from the district’s location at the Lincoln Avenue light rail station, including advising the district on TABOR compliance and budgeting issues relating to easements, licenses and other agreements, including those with the Regional Transportation District. In her practice, Ms. Gilida regularly advises clients regarding legalities uniquely applicable to governmental entities, including open meetings and open records laws, constitutional constraints and annual compliance cycles.
Ms. Gilida earned her Juris Doctorate from the University of Denver, College of Law in 1994, and in 1991 she received a Bachelor of Science in Business Administration from the University of Colorado, Boulder. She is a Colorado native, and is admitted to practice in the state and federal courts of Colorado, as well as the United States Supreme Court.
